A 264-unit garden-style community in the Scottsdale Airpark was midway through a multi-phase capital improvement program — new roofs, balcony reskin, pool deck rebuild — and saw a sustained spike in after-hours material theft, perimeter trespassing, and amenity-area trespassing during the construction windows. The general contractor needed coverage that worked across a partially active community.
